Use all 4 potions.
First, take your time because of the skulls; one misfire and it's over. Second, don't shoot a unless you know for sure what is at the end of it.
To actually play the level, you must first stop the infection coming down from the right along the skulls; then break the infection coming down from the left before it surrounds the bomb. If either line of infection goes any lower, the ceiling will not drop and you might as well stop because you will be shooting blind.
Some luck is needed to make these two breaks with the minimum number of shots because the infection is traveling with each shot.
After you have stopped the infections on the right and left, drop the bomb on the left if you haven't already done so; then slowly and careful make your way higher, always checking to make sure you are not going to set off the bomb in the upper middle or upper left. You must also take care not to hit one of the skulls. Always clear across the bottom rows so your ceiling will drop as soon as possible.
Continue making your way toward the ceiling. Drop the bomb in the upper middle and move toward the upper left avoiding the skulls along the way. Drop the bomb on the upper left side. Take care to avoid two skulls near the upper left row. (You cannot shoot blindly into the corner!) Clear nine holes in the ceiling and you are done!
TIP: Just before you drop a bomb, try to shoot each mystery bubble. If they are something bad, you're going to drop it anyway but most of the time they are extra bubbles for the cauldron or a shower of bubbles to drop and definitely add to your score.
